Could this be used to hold a beats pill Bluetooth speaker?

absolutely. I searched forever trying to find a solution to hold my UE Ultimate Boom 3 speaker. It works great holding that speaker. Just a couple of things worth noting....1) due to the size of the speaker, I was not able to mount it on the existing watercage nuts. I had to use the velcro strap. 2) if you do use the velcro strap, make sure you do not wrap it around your gear wires that typically run under the frame.

Can this be used on a scooter?

It depends on where you want, or can, attach it to your scooter? It'll fit a frame up to 3 1/4" inch diameter. Just measure your frame and see if it's less than 3 1/4 inch diameter.

yes it will, because the diameter of this speaker is less then 4.25"
