One of the bands was defective and broke while putting it on. Can it be replaced?

No, there is no latex in the bands. They are eco-friendly.

Will this work on my 8 month old baby’s high chair?

Yes but remember it has to have two unobstructed legs to slide up. But I will say I bought these for a fidgety second grader and within less than six months all of them split apart.
