Does the ac have to be on

No, the ac is off when you apply the product, after 10 minutes you turn the ac on and let it work for a few hours so the condensation will finish the cleaning process. Regards, Ricardo

Will this work on both coils? Evap. and condensor?

Yes, you can you use it both on the A style condenser and evaporator coils for the outside unit.

Will this work on window units?

I used it for window units it worked well.

Our condensate drain empties into a flower garden, will this product harm our plants?

It did not harm mine and the mini split does drain into the flowers. The condensate dilutes the spray and dissloves the foam.
