Yes, they come in a sealed (soft) plastic package. There is an opening to dispense the wipes, with a resealable adhesive tab. The wipes have not dried out, and I’m on my third package.

What is the difference between the two?

I don't know which product you're referring to for a comparison, it does not show me that. But I love this particular brand and type because they are good for my sensitive skin, clean very well removing everything, and leave skin feeling clean, not with a film or greasiness or tingling or weird anything, just clean skin.
