Does the GPU come with the needed power cables? if not which ones are needed for it?

This 4070 just uses a regular 8 pin connector from any power supply, I bought a 12+4 pin cable for £22 for nothing because the picture shows the wrong card.

Is there meant to be only one fan spinning when not playing games?

I can't answer this directly but have none spinning normally so it will probably depend on the GPU temperature, which for me is 32C on low load. I use linux so do not use the Gigabyte Control Center utility but if you run windows you can use that to set the fan profile which may determine the number of fans spinning.

Is it the Windforce or gaming oc version because the description says Windforce and the picture is for the gaming oc version

It is the Eagle OC version. All 3 variants (Windforce, Eagle OC & Gaming OC) use the same Windforce cooler - the shroud design has a different colour scheme for each variant. The Windforce version has stock clicks and no RGB

What pci-e adapter do i need for this?

This goes into the normal x16 slot, typicaly the one nearest the CPU. It needs one 8 pin pcie power plug. Hope this helps.
