Do I need to dilute this product with water?

No, You need not to dilute it. Just wash the hair & dry it with a towel and apply the BSY hair color wearing the gloves.

May I ask where this product made from ?

This stuff works pretty good! Hair does not itch after using this product! Also, makes hair look natural again without seeing grey hair if you have them. Dye last about three weeks, but I rather use this then harmful chemical dye! Follow the instructions, and it is easy as 123!
