Heavy enough to stay in place on windy days?

It depends on how windy it is. It does not have a lot of weight to it so in a stiff wind it could get blown out of place. In lighter winds it would be ok.

yes, but i’ve never used the actual vacuum on it. Just used the arm and lightly vacuumed it off!

Does it attract wads of dog hair?

Not that I have seen . I have a short hair dog but also 3 cats. It helps keep the dirt off of shoes out of the house

I want to make a floor mat for our side x side can I trim to fit and will it lay flat and not get bunched under feet? thanks

It stays pretty well and will lay flat, but the mat isn't very large so I'm not sure what you're planning to trim it to. Note, my mat came a bit folded and took some effort and time until it laid completely flat.
