Is this an older version that works like before fcc changes in march? or does this just receive?

I'm not by any means a pro! but I did just find this bit of info and just wanted to put it out there ... united states  47 CFR 95.1791(a) Effective September 30, 2019, no person shall be permitted to manufacture or import, sell or offer for sale any radio equipment capable of operating under both this subpart (GMRS) and subpart B (FRS) of this chapter.

read on the CFR site for more info. this basically translates, as I understand it, that transmission will be restricted to ham only and this specific device will be the equivalent of a useless scanner. unless it hasn't been modified by the manufacturer. buyer beware!

If I use these for a walkie talkie do I need a license?

The term walkie-talkie means any hand held radio. These frequencies are primarily ham bands and do in deed need a license. Although it will also cover gmrs bands as well you still need a license to use and because the antenna can be removed that makes these illegal to use for that. Now frs channels I’m not sure about as far as legally using them but I’m also not sure this will even transmit on those channels. You can listen all you want but if you push that talk button and your reported which many areas hams will happily do prepare for a $25,000 fine. Or buy a frs radio and don’t worry about it

Not quite. You can look up the frequencies of your local departments and save them in memory but you're also limited to the VHF (144-148) and UHF (420-450) bands. Many departments use 200s, 900s, all over the place. This is a ham VHF/UHF radio, not a scanner
