Will this prevent a heavy door from slamming all the way open? Our door opens and swings all the way hitting the siding with any type of wind.

It is adjustable for all types of winds except hurricanes, and for heavy doors, you can make it hard and soft as you want the adjustment, I recommend it.

Can this stop the door from opening beyond 90 degrees?

I think the door can be opened up to 110 degrees

Does it help the door close slower as well? We have a heavy door and it slams. We are looking for something that helps close without slamming.

Yes, the speed for closing and latching door can be adjusted, and won't make the door slam. It applies to the door weight between 45-60 kg (99lb-132lb), and if you need the door hold open, the door and jamb should be on the same plane or not on the same plane but within 5 cm. Thank you.

Can this opener be installed on the inside of a door that opens outward?

I believe it can, you would have to mount the cylinder to the door
