does it come with a pump?

This does not. But it's a pretty standard bottle opening, you you could easily put a pump from a different bottle on it. I prefer to put in in a smaller bottle and dilute it little bit so that I'm not lugging around the whole jug.

why is one gallen (64 oz) more than two 32 oz bottles? 29.99 vs. 25.98? I am trying to cut down on plastic but don't want to pay more to do so!!

A gallon is 128 fl oz, not 64 fl oz. So it’s 4x32oz, not 2x32oz.
