Is this just a starter seed that I will need to overseed in the fall to make sure I have grass after winter or will this come back after winter?

Per my review, but in case you didn't see it, this grass has a high percentage of annual grass. If you live anywhere with a remote Winter half'ish of this will die no matter what you do. This is essentially "Contractor Mix", I'd recommend using their black beauty ultra, and I'd also commend the company standing by their product after I learned the painful lesson I elude to above.

I would. But please be aware that this seed is mostly annual rye, which means it will only last one season. You will have to at least overseed in the fall.

When is the best time to plant this? I live in NJ

to be honest, the best time to seed is in the fall ( im in NJ as well). But if you are looking for sprin seeding, you can do it in mid april

How well does this work with poor/sandy soil?

I have a variety of soils - sandy, clay, good dirt & poor dirt. It worked in all of these soils. It also worked in an area with a lot of wood chips. I highly recommend this product.
