Are you suppose to use a base with this polish? Because when i did it was kinda messing up & taking forever to dry

It's gel polish, not regular nail polish. You need a gel base and gel top coat and each have to cure with a light between applications. There's no dry time.

Does this come with base coat and too coat?

No, but the colors are amazing.
