Q: Can i use it to make things like elf ears.

Yes I use cotton balls with this stuff. It helps mold the latex into whatever shape your trying to achieve. But with the cotton balls you have to stretch them out and use just a small portion of one cotton ball. Than let them dry about 24-48 hours depending on how thick or big they are and than paint them however you'd like. I attached a wound to my face with slightly watered down latex and a blow dryer to make it set faster.

Q: Can I use this as an adhesive to hold an existing latex custom nose on for a cosplay?

No, use spirit gum for adhesion. This product will be great for blending the edges of the nose with your skin to create a more natural appearance.

Yes. Although it is made to be directly applied and not a true casting latex. You could make small prosthetics just make sure to allow for extra cure time.
