What does the power do?

I agree that the vibrations reduce the pull of the razor on your skin. You can probably feel increased pull if you turning off the power. In addition,  the vibration helps the blades cut more smoothly by turning the pull of the razor into a series of many sideways slices. Someone compared it to a chef's knife -- if you try to push down on the knife it doesn't cut as well as if you use a series of back-and-forth slicing cuts. The vibration also keeps the razor blades from getting hung up on any skin irregularities.
For vibration to work best, you have to maintain a medium pressure against your skin. Too hard or soft and the vibrations cannot do their job. Also, too much shaving foam, gel, or oil makes it harder for the vibration to work -- I just use soapy water. 
Finally, the battery must be good. If your razor doesn't buzz or the vibration seems to die out, replace that AAA with a new alkaline one.

How do i chsnge battery?  I can't open the end compartment to open the battery housing

Simply turn the bottom of your razor handle counter clockwise to open the battery compartment. Discard the old battery and insert a fresh AAA + side first.
