The length of size 14 is just right for my 12-year, who is about 5'3". And not baggy.

Q: What are lengths/widths for a size 8/10 or 12/14? Last "coat" I ordered turned out to be shirt length.

I ordered mine so it would be big enough for a while. And yes it was shirt length & rolled up sleeves. But so cute on 2 yr old.
