is this case DOT approved for flying?

Yes, I fly all the time. Not just domestically but even internationally, no issues with the exotac fire sleeve. Unless a lighter is banned from flights (some countries ban common lighters) just remove the lighter. Domestically no issues at all. Buildings with security may ask you to open it to see what it is (many think it could be OC spray). Be sure to use 550 cord or something to secure the top to the bottom. Extotac should quit messing around and make a sleeve for the bic mini.

Does the Bic piezo electronic lighter fit in this case?

It’s for standard bic. If you want an e-lighter get one in a case already.

Does the case prevent fuel from evaporating in hot weather?

I've never had the fuel evaporate from a bic lighter, heat or no heat. It usually happens from the button being inadvertently depressed while in your pocket, due to normal body movement. There is a sleeve on the case that can be pulled under the button to keep it from being depressed. That's how I use it and it has always worked for me. Hope that helps.
