The instructions to install should be included with the hitch, along with the mounting hardware. Look inside the tube, if not there you can contact the manufacturer for instructions.

..it is protective paint. Go have it painted then

Q: Do i still need to cut the heat shield with Honda accord sport 2016 ?

I'm not sure. I had to cut one for my 2013 and for 2015. It was simple and easy. Hope this helps.
