My 2 tier is 15.5 inches from bottom to top.

Can I cut the 2 rods that go into the bottom to shorten the total height?

There is a cross bar piece that is about 2 inches up, that acts as a stop and support. If you want to weld a new piece further up, then yes, you could shorten it.
