Does this mix well with silicone-based foundations like make up forever hd?

I mix it with a different silicone-based foundation and it mixes in pretty well! I have to mix mine a little more to smooth it out and it will be a little thicker, but it works fabulously all the same.

I have foundation that's a bit too orange for me. Would this work as a neutralizer if I mixed it in with a silicone based oil-control foundation?

When mixing this with a HD foundation like Makeup forever, does this give a white cast?

I use the Revlon Color Stay in the lightest shade and it mixes very well. Even if you apply just white to your face, it's not like clown makeup, it blends in so it looks natural.
