Would these work for attaching a shoulder strap to a handbag?

probably - all depends upon the size of the strap and how bunched / scrunched up you care it gets. I use them to attach keys (for easy access instead of inside of purse) and dog treat bag (think small camera bag - so that's a strap) for my service dog to my handbag's strap / metal clasp.
