do these make noise or are they soft cotton and noiseless?

Mine do not make any type of noise, but they are not a "soft cotton" due to the tight weave of the material.

Can these be washed is the washing machine?

Yes, these are machine washable. Machine wash warm and dry on low heat.

Will it prevent feathers poking through?

I think it might. It's pretty good quality material.
