The boots themselves are probably way to heavy for these to support them. But as far as drying them, yes they'd be perfect.

Yes it blows hot air. Its the perfect heat, it isn’t too hot but hot enough to dry things such as boxing gloves and interior of shoes with ease.

Q: is this supposed to run, then stop, then run some more?

It has a timer. I believe the longest setting is up to 90 minutes. That is 90 consecutive minutes. If you wanted it to run more, you will have to physically go and restart it.
