That depends on what you mean. Can it be used as a sauna without the steam? No. The steam is the heat source. The tent itself can be used in other ways though. Some people use them as grow tents.

Can this sauna be set up on a covered patio outdoors?

I don't see any reason that you couldn't set this up on a covered outdoor patio. I would keep it out of the sun and anchored from the wind. I would store the steam unit inside when not in use.
