How do I remove the top of this mill?

The clear plastic part twists off of the metallic part. Grab the metallic part with one hand and the clear part with the other and twist the clear part to the right (clockwise)

Is the bottom half polished Crome?

I bought this as present for a friend in New Zealand a couple of years ago, I cannot remember exactly but I think it was chrome, sorry I cannot remember.

Is this grinder BPA free?

The Peugeot site specifies the materials in this grinder as "acrylic and chrome." There is no information I could find on the box, or product, or the Peugeot website specifically about BPAs. After a little research, the general consensus (according to the EPA and other reputable sites) seems to be that acrylic does not contain BPA. You may want to follow up a little on that with some research of your own, but everything I found seemed to agree with that statement.

Does this work with larger nutmegs that won't fit in my williams-bound nutmeg grinder/shaver?

I'm not familiar with a "williams-bound" nutmeg grinder, but I can tell you that the Peugeot grinder is frustrating for me--maybe because I'm left-handed. the clear plastic globe top doesn't stay screwed on. I've switched to using a small rasp. Not as elegant, but much less frustrating.
