which size should I order if I wear a US 8?

I wear a US 8 - 5'6", 135 lb, and medium fits me well. I might be able to wear a small. They do shrink a little in length.

To the manufacturer. why do you put the waist size on the xxl as 37 to 39 inch which would be an 18 to 20 ? when they are really a size 10

These pants are NOT true to size, they are several inches smaller in the waist than a size 18-20 should be. Had to return

Has anyone tried running with an iPhone 8 Plus in the pocket? Does it bounce, feel awkward, feel like it could fall out of the pocket?

I had problems finding the pocket, but it is there. With the pants facing you, look along the top seam on the left side of the front. The bottom of my phone fits in there easily and it stays there when I'm walking fast. I don't know whether it would stay while I'm running.
