Can or should clear coat be applied over this mettalic silver paint ?

Yes clear coat can be applied and will provide a higher gloss and more durable finish.

Can I use this on a golf cart?

I painted a 26" bicycle frame and to make it look good I used three I can of silver for a base coat and used three cans of the color coat and covered with 2 part clear came out nice but was expensive.

Seller, is your "metal specks" enamel, laquer, or something else? and why don't you clearly indicate it on this page? how about your "metal cast"?

Metalspeck is thicker than the metal cast, metal cast is a good blender but is almost transparent. Metalspeck is a finisher, use it as a final layer to get the glitter type shine before clear coating. Most all duplicolor are acrylic lacquer, if it were enamel it would probably have that in bold, as enamel is much pricier of a paint :)

What is the best primer (spray can) to use with the dupli-color spray paints?

Any like primer will do. Do not sand primer with anything more than 220 grit or paint does not stick well to primer. I used dupli color primer.
