is the item preassembled

Yes it is and it's packaged right so it's not damaged.

where can you get replacement straps

I really don't know where to find the same straps...however they look like the straps on outdoor/backyard woven folding chairs 1 3/4 " wide made of something like thick woven nylon.

Is this tall enough so that a person with back problems would not have to bend over to pack?

It is 20" from the floor. I would take a measuring stick and bend over and see if that height is uncomfortable.

I am trying to order the rack in Mahogany with tan straps and the cart displays the correct product but lists it as Mahogany with Black straps???

The product I bought (at amazon.com) was: "Wooden Mallet Deluxe Straight Leg Luggage Rack, Mahogany, Brown Straps"; the "Style Name" I selected was: "Tapestry". I did receive a luggage rack in Mahogany with tapestry straps. (I did NOT receive a luggage rack in Mahogany with black straps.) I hope my answer is helpful to you.
