Q: How far do you screw the center screw in to where it touches the piston?

Its best to insert a screwdriver in the plug hole and get a rough top movement . Then screw in the plug threaded part srew down center till it touches piston. Make a referance mark. Gently rotate crank till piston touches. Mark again. Split diff of two marks. Boom top dead center.

Q: Does this tool release the compression from the cylinder?

I used the tool once so far. I believe it will release pressure at a slow rate because the threads are not that tight. what I did not care for was the way it hit the pistons. Keep in mind I have a high dome piston. it would probably work fine on a flat top. I end up bending the end of the inner set portion to make it work.

Q: Will this work on a outboard motor?

YES,but...Top Dead Center (TDC) is when the first piston comes up and the cylinder fires. Valves are closed. Many outboards are 2-stroke so TDC is every rotation, so the flywheel is used instead of a distributor. If you know all this the answer is YES it works on outboard motor. Check out "finding TDC with a balloon" on YouTube, its cool.

Q: Will it work on an international scout 345?

I believe you want to use cylinder #8 for timing and TDC on an IH 345 motor.
