Will this be good for covering a 4 awg wire splice or should i purchase the wider pad instead?

We have used this on #4/0 which has diameter of 0.46 vs. 0.20 for #4 wire size

The #22 HD tape is for making common electrical splices/protection. It is "thin" and should not be stretched when applied to finish - always "cut" the tape, then finish the last wrap. This provides OK weather proof, if applied in 2 or more layers, that over-lap each other by 1/2 the width. Whereas:The #23 tape is a much thicker and "rubber" vs a plastic - it is spongy when applied. This tape is called self amalgamating which means it loves to STICK to ITSELF and forms a true moisture barrier when laid on carefully using that 1/2 width overlap. It should be "protected" from the elements by a layer of the #22 plastic tape to finish the splice correctly. It also provides extra voltage protection for high voltage wires - ie, 2 or 3 layers of this should stand up to 2500 to 7000 volt mains service, whereas the #22 tape is only good for up to 600 volt service. Thickness is used for increased voltages.I am a ham radio person, NOT a lic electrictrician so consult a professional if you need more understanding.

Can I use this to repair wire insulation on my car where I can't use shrink tubing?

You might find this tape bulky for that application. Temperature to 194F so not all engine locations. I do not know about resistance to fuel and oil.

Good for garden hose repair?

I've used it on multiple applications with great results but have never to repair a hose. I'd be curious to see how that goes. Depends on the leak?
