Q: Why are so many people saying these a sugar free. Am I ordering regular mini Reese peanut butter cups?

These are indeed sugar-free, despite what other commentators say. There is no added "sugar". While there are naturally occurring sugars in peanuts and milk, the sweeteners used in these candies are all artificially created. However, there are different types of artificial sweeteners. Saccharine and aspartame, for instance, will not effect blood sugar levels, and have no potentially negative digestive side-effects and virtually no calories. However, sugar alcohols are used in the peanut butter cups. They include sorbitol, mannitol, xylitol, and isomalt, and they have calories and carbohydrates and can raise blood sugar levels. Also, beware, foods sweetened with sugar alcohols can cause severe gastrointestinal side effects, such as diarrhea and cramping, if eaten to excess. So you'll want to follow the directions on the package and limit the number of pieces you eat in a 24 hour period. I can tell you from hard experience that you'll regret it if you scarf down the whole bag because they're so tasty!
