Yes it can shoot pepper balls. But they are not legal in some states. California for one.

Can you use the heavier spring for paintballs? or is that only for the rubber balls?

No. The heavier spring is for rubber and metallic balls. It will cause paintballs and pepper balls to break in the barrel.

What co2 cartridge should i get

Any 12gram style CO2 will work. I prefer the Crosman 12g's personally.
