Can you cut this into smaller lengths?

I cut mine down. In height it's no problem In length they will fall apart unless you tie the ends back together. I attached mine to horizontal supports before cutting the length. They fall apart fast since they are joined with thread

I left it as a whole piece, overlapped where it's necessary.

How do you attach it to the balcony?

I wove it in and out between two of the rails and it looks really good.
