Q: I am an xx- large depending on the make should I go for a larger size.

I bought Large for my son who is about 42 -43 in chest size. It fits fine but I expect it depends on what you wear under ... ie how thick a layer. He just wears an ordinary jumper/ polo top It is pretty much true to size so you could probably stick with your usual size.

Q: Would a 32inch chest be a small

I would think so! I wear an XXXL (Euro 62) which allows me to wear a T-shirt and fleece underneath whilst still allowing plenty of movement. This allows me to keep the jacket zipped up when sitting in the car on a cold morning. Living in Scotland I remove the fleece in summer (second day of the first week in June!) and it does not feel baggy. My advice would be to upsize above what you would normally wear if that is any help.
