Is this compatible with a bike that has disc brakes?

This product is compatible with disc brakes. It is highly adjustable and provide's the clearance needed for disc brakes.

will this fit my Medium (29") 2019 Norco storm 3?

Not sure what a Norco storm 2 is. I used it on a bike that uses 700 size tires.

There’s a picture on here of an install on a full suspension mtb. can that actually work? does this product fight or lock the movement of the tubes?

This model with 2-point contact fits my full suspension mtb. The distance between 2 metal screws is 3.5cm and my chainstay vertical diameter is 3cm. The screws are also long enough for the 2.3cm chainstay horizontal diameter. I installed it far back and didn't seem to get in the way of the pedal movement.

Will this fit a Specialized Hardrock?

Although I didn't install this on a specialized Hardrock, the design of the kickstand is quite flexible and should fit most bikes.
