Does this subpanel support tandem circuit breakers?

Yes it does.  The 0816 portion of the catalog  number means that it will support 8 full size single pole circuit breakers or 16 tandem single pole circuit breakers.

I am planning on using this as a sub-panel and will be using # 8 gauge to feed it.  when they say that  a # 8 THHN  can carry 40-45 amps , does this mean that if I run 2 legs ( two Hots) from the Main Service Panel with a 2 Pole 120/240   30 amp each leg,  Will This give me a total of 60 amps for my Sub-Panel.  Thanks

To clarify, 2 legs each at 30 amps does not equal 60amps.  The two legs allow for 240volt (both red and black wires being your hits).  Each leg is 120volts.  The way that it connects to your panel allows your breakers to alternate, as you go down each space, which leg your pulling from.  When you add a 240volt circuit this why you use a double slot breaker effectively pulling 2 individual 120volt hot feeds.  Say you are running a large motor like a table saw or hvac fan, and you need 60amps (very arbitrary number).  You cases you can send 60amps over one wire at 120volts, but that wire would have to be huge.  If you ran 220volts you can get away with smaller wire, because you effectively can reduce your amperage in half.  Now this is all assuming the equipment can handle it, and of course your panel and a few other odds and Ends that aren’t mentioned here.
