Is mist suppose to come out of this? i dont see any coming out of mine but i do smell the oils

No mist comes out , just the scent of the oils.

I wouldn't say it was loud. You can hear it, but it doesn't bother me.

Is there a way to turn off the light?

There is another brand, same price that has the option of turning the light off.

Do you use the whole bottle of oil at a time

No, just a few drops. The fragrance is noticable but very light. Try to use a light perfume oil, standard essential oils are to heavy for this machine (when you run out of the little bottles) I love this little thing ;)
