Is 100cm the max stretch length of the bungie cable or is 100cm the length of the bungie unstretched?

I've just checked, and the 100cm one comes in at a tiny bit under 1m from one hook end to the other, unstretched. Hope this helps!

Has anyone used these to secure the lid down on their kids turtle little tiles sandpit?

It's more down to the quality of the sand pit or what you expect to attach the cords to. If that is a brittle plastic that might crack. We use it to keep a nylon cover over a car and that is able to cope with strong winds trying to blow it off. Probably worth a try. They will always come in useful for other things.

The 1m length measurement is only the elastic chord or the overall length ( chords plus the hooks) ?

When I measured it is elastic plus hooks- however as there is a variety of different sized bungees then they are more versatile when combined. I have used mine to wrap around covered garden furniture and they have been very effective in stopping the covers coming off.
