No. It is 87.5% cotton. The remaining 12.5% is Polypropylene

Can I use this batting cotton as inner lining of a face mask?

Too heavy, I sew masks and I use a non woven fabric like a fusible interfacing that you can iron on the back of your main fabric and backing with a flannel fabric.
