Hi, does this adapter have any input lag? Also, is the S-Video in this wired correctly, as in does it have the chroma and luma signal separated?

I used mine, briefly, as a conversion step for the second eyepiece of my (modded) VirtualBoy, with the main eyepiece going straight into an OSSC (top-end virtually-lagless upscaler). S-Video is obviously junk quality relative to the OSSC's HDMI, but the image was representative across a gamut of pure colors (R/G/B/C/M/Y/W) and it wasn't more than a frame or so behind the OSSC- close enough to play stereoscopic games in anaglyph between the two hardware paths. So... I'd say "entirely adequate for general use" but if you're looking for a pro-tier A/V solution or must-not-even-lag-1-frame pro-gaming component, I wouldn't vouch for it that far.

Is your screen scrolling? try this: press menu, then down button 6 times, then right button until the screen stops scrolling (when it lands on ntsc)

Yes, that's how it's set up for ntsc. the unit's default is pal so that you need to set it up to ntsc when you use it in US.

Does this scales the signal? i'm looking for a simple encoder from 'vga' to s-video. will the output be encoded to 480i in crt monitors? thanks

It converts the signal to NTSC format which is what is used in the USA. It has an S-video output using that NTSC format.

I have an 8 camera dvr with a vga and or hdmi output. i need to view my cameras on a monitor that has an rca input. does your converter do this?
