what is the drying time and when can it be driven on?

Drying time depends on air temp and surface temp, see the company web site, for me it dried in 6 hours and I didn't drive on it for two days. It is an awesome product.

What do you use to spread it on asphalt

They make a wide brush with a squeegee on the opposite side that you screw onto a broom handle

Is this product an oil base covering?

The performance grade oil has been emulsified and becomes water soluble. Oil types of this product cannot be diluted with water. However, GoldStars HP 310 allows dilution with water up to 25%.

I have made a small creek in our backyard (3'-0" x 80'-0") and I used pond liner to seal it but it still has leaks. Will this work to seal them?

No. This is for asphalt and is not a waterproofer
