Q: Do I need to paint over this with the por 15 rust prevention paint or is a few coats of this stuff sufficient? going on the underside of a chevy truck

POR 15 rust prevention goes on first. Top Coat provides UV protection on exposed surfaces. I doubt you'd need it on the underside if it isn't exposed to much light.

Q: How do I apply this over por15? Can I coat this on top of por15 as additional layers(up to 4-5) or wait til the por15 sets, sand and then top coat?

"Top Coat over POR-15 when dry to the touch with slight finger drag usually 2 to 6 hours. Topcoating over cured POR-15 Rust Preventative Paint or any painted surface requires lightly sanding before applying. Top Coat can take 3-4 days to reach max hardness, and longer in temperatures below 55 degrees F." - label directions

Q: Can top coat be sanded?

I'm using gloss black and when it is dry it is hard as paint. I'm sure sanding will be fine.

Q: Can this be used below the waterline? I have aluminum pontoons and need something uv stable a couple inches above and below waterline.

Yes it will work, but there are better boat paint for below the water line. I believe this product is really meant to cover POR15 which is NOT UV stable I've used this on my engine, and it has stayed on pretty well onto aluminum midsection...But when I redo it I'll be using a PPG paint with thinner and catalyst and spray it.
