Q: Does this patch go inside the jeans (sticking forward) or on the outside (sticking backwards)?

Inside sticking forward then you only have that which covering tear or rip showing. You could of course place it also on the outside should you have cut it how you wish it to appear I.e star shaped. It is a matter which you should decide. I personally have done both applications. Inside for me star pattern for the wife outside.

No, the sticky side is the same colour but not denim. I had the same issue. I cut a small patch to stick onto a large piece that goes inside so that the smaller part was facing outwards. Then the later part seals it from inside. Hope that makes sense!

Q: Is the denim stretchy or elasticaded?

No, not stretchy, but have patched stretch jeans and a shirt. Seems to be lasting ok, about 3 months, regular wear. Best I've tried so far

Q: My jeans are cut at the bottom and are fraying, would this be able to hold the stitches in place to reduce/stop fraying?

I used as a repair patch for knees etc. it is good for large repairs. If you wash your jeans a lot - it does start to come away - sometimes a quick iron will restick it - sometimes you need more glue.
