Q: Does the surface have sand on it or I need to wrap a sand paper ?

It is a sand paper that can be used wet or dry, wrapped around a sponge like rubbery material. I used it on a potentially toxic paint and tossed it into a a bucket of water when I finished with a surface. If you only need a conventional dry sand paper, your job will probably go faster with conventional, dry sand pper.

Q: 3M: "Fine" and "medium" don't adequately describe the grit. Numbers, please!?

It's roughly 100 grit. Good for sanding drywall repairs or wood trim that has had the nail holes filled with lightweight spackle. Good sanding sponge. Buy it.
