Q: Can you mount the Gigabyte Aorus Master 4090 to the motherboard and have enough clearance for both widtth and length?

Hello, the size of the GPU may be different. Here are the VGA max length: 370mm (With radiator) 420mm Without radiator).

Q: How is the motherboard IO plate accessed? Does it require longer cables (mouse/keyboard/etc) since it seems covered by the plastic top?

If you bought this case, you should already know that the orientation of the motherboard is facing the IO to the top. So, in order to access it, you would need to remove the top and it's dust filter. As for the cables plugging into it, extender do help. I have all of my USB connections in the back connected with an extender, routing it out to the back. Makes it easier to connect than trying to run your keyboard or mouse cables in there. I also bought longer HDMI and DisplayPort cables so that they would be long enough to reach my monitors. This case is a beast!
