Q: Would this work as an axle for some billy carts (soap boxes) with pneumatic wheels that I want to make with my Cub Scouts?

I would think it would be fine - 16mm is quite tough stuff if it's adequately fixed. You will need to get the right size wheels with suitably secure fixings however, i.e. some suitable means of securing the wheel to the bar.
