not really able to level off. there is a mark inside the cup that marks the measurement. They are great for liquids because of the pour spout.

Q: Would these hold decals good? i want to make rae dunn inspired measuring cups and these are the only plain colored ones i can find. thank you!

No. They have grooves that would not allow the decals to lay flat.
