Yes that’s right. The pegs are for standard weights and included are sleeves that can go over the pegs so Olympic weights can fit.

Q: How firmly do the 2" plastic pegs fit over the 1" steel pegs? WIll this hold up in a home with one person using the weights?

Pretty firmly! There’s a tiny lock screw that you turn on the bottom of the plastic pegs to tighten it around the smaller one inside

Q: What size is the barbell locking pin? Only part I'm missing on a "used" buy.

Q: Can it hold a big plate on top and bottom?

This will fit an Olympic 45lb plate on the top and bottom with a 1.5in gap in between the two plates.
