Q: What is the tactical part?

It’s not ballistic material, it’s a slim streamline wallet. You gotta admit Tactical sounds cooler than Slim. I like it, what ever they call it.

Q: Can the elastic band be replaced? If yes, how do you obtain the new band and how do you replace?

It doesn't look like it. There are hex screws around the wallet, but I can't tell if they are for looks or allow you to access the bands.

Q: Will I have to assemble this wallet myself? I'm wondering about that expanded view picture.

No. you don't need to assemble the wallet. The expanded picture just show you how much cards the wallet can hold.

Q: Is this wallet very good? And is it worth it?

I haven’t owned any other wallets of this style before, but love this one. My BIL was jealous he spent so much more on his wallet of the same style after seeing mine. I’m only a few months into owning this, but absolutely love it. It’s a seriously good deal if you ask me.
