Are these feet non slip when wet?

No...they aren't even non-slip when dry. They work to let a cutting board or serving board breath underneath, but they definitely are not good for preventing slippage.

If I put handles on a charcuterie tray can I put the handle screw through these?

No. Screw size different and too close together to give board stability.
