I do no think this carburetor will fit your 3516 McCullough saw. This is a dual throated carb and the item you need is a single throat carb. If you search Amazon for a 3516 McCulloch carburetor you should will find what you need.

What is the ejustment on the high and low and idle

On this particular one I adjusted both high and low screws completely off then turned one and half turns open. After i got it started I fine tuned the low side to idle and then held throttle wide open and adjusted high side till the engine opened up/smoothed out… Good luck.
